· Meeting Held on October 20th, 2009 at Nepean Sailing Club · Approximately 32 community members in attendance (see Sign in sheet, attached) · Alex Cullen, City Councilor for Bay Ward also in attendance
2008-09 Executive
Summary of Discussion and Motions · CBCA current president Natasha Thiessen welcomed everyone and gave a brief recap of the last year: o Thanks to Rocco and volunteers for great rink season (we were glad rink budget wasn’t cut) o Winter Skating party went well, though no sleigh ride due to lack of funds o Pick up softball and soccer all summer (thanks again to Rocco) o Field day in June – tarp with water was great hit, so didn’t miss the ponies (again lack of funds) o Corn Roast - good turn-out, great bonfire o Financial implications of the Grandview Triangle landscaping - went over budget due to unexpected expense, such as soil contamination. Has almost exhausted our community association funds, but agreement it was very worthwhile project, and trees are doing very well. o Association Due collection – have not had a great collection history, and dues are very low. o Ongoing work of liaison with the city over the water accesses, Ban the bridge campaign, etc. · Election of new Executive o Caroline Fitzpatrick (nominating committee of one) presented slate of candidates o Eleanor Smiley, our long time treasurer and Angela Thomas, co-president would not be seeking re-election. Our thanks for their service. o Rest of the current executive willing to stand. o New candidates include John McEvoy and Nathalie Raymond (members at large). o She asked if there was anyone else interested in being on the executive, there was no one. o Victor Wehrle voted to accept the slate of nominations, Angela seconded the motion. o Vote by show of hands, unanimously accepted. o Todd Miller later agreed to take on the post of Treasurer 2009-10 Executive
· Rink Issues o Always need more volunteers to help, especially with shovelling after snowfall o If anyone interested, send an email to Natasha (put into next news letter , too) o Looking for a donation of a snow blower (the one we had has died), very useful especially for large snowfalls. o · Proposal to Increase Dues (currently at $10 for 2 years, has not changed for many years) o As mentioned about, our bank account is pretty low. Natasha made a proposal that we should increase dues to $15 every 2 years, with the next set of dues to be collected in the fall of 2010. Motion seconded by Gordon Fitzpatrick o Although a big chunk of our revenue comes from rink grant, additional dues would also help. And point was made that the community association not only runs the social and recreational activities, but works for the whole community in presenting our voice to all levels of government (as required), whether that is concerning water access, Bridge, school closures, NCC actions, etc. Dues show the community support for the activities of the group. o A second proposal was made (Ian Davidson) that it would be better to go for $20, wasn’t much money, and given work of the CBCA, was well worth it. Seconded by Dave Lyon, and unanimously carried. · Eleanor Smiley presented the Treasurer’s report – September 1/08 to August 31/ 09 (see attached). Alex Cullen – Summary of Information and Discussion · Thanked executive for their work. · Rezoning of the Water Access roads (End of Grandview, Jay, Pitt and Arden) now complete – these are now ‘waterfront open space’. City has survey information, but not always obvious on the ground where boundaries are. · Current encroachments can now be dealt with legally, through Bylaw. (Alex to kick-start process). Any future encroachments can be dealt with through bylaw. · Nesbitt Street Beach – different situation, city position is that it is road allowance. So, Alex can now start the process to get it rezoned like the others as open space. Alex to move on this should be able to be done by end of next year. · Community discussion, do we want to have a way to mark the open space areas, so people know they are public? CBCA to get back to Alex. · Traffic Issues – o Carling pedestrian crossing light – is it long enough? No change proposed at this time. o Widening of Carling – not in plan yet o Left Turn into Nortel by North bound Moodie traffic (entrance closest to Carling) – major safety concern for Crystal Bay residents, as they are travelling towards Carling on Moodie. This is an illegal turn, and we request a barrier and No Left Turn sign for this intersection (since there are already 2 other entrances with lights farther south on Moodie. Alex to follow up on this request (he thought we wanted lights here). o Lights on Moodie – have to wait way too long in non-peak traffic, due to turn signals for northbound traffic. Why can’t there be non-peak hour timing that is more convenient · Quick Budget Recap · Transit Issues – o General recap of strike, budgets, ongoing general transit planning o Cancellation of Express 59 to our area, compensated by more 166s. Community not happy with this major reduction in service. o Request for more 96s, why so many 95s?? o Need a park and ride inside Greenbelt – Bayshore or Lincoln Heights (not in any plan so far). Suggest park and ride at Andrew Haydon, at least for the winter (Alex to follow up on this one) · Barry Mullen play structure – as part of regular renewal (safety) it will be replaced in 2010. There will be community consultation on this · Request to look at the Water Park at Andrew Haydon...basically useless, could be so much better (Alex to follow up on this) · Quick update on ongoing Bridge to Quebec plans, NCC master plan review. There is a Public Advisory Committee, suggest we get involved. · Nortel NCC land – concern that if Nortel site gets taken over by DND, that community may lose access. Alex view that this is not municipal jurisdiction; we should contact our MP with concerns. · General update on Rapid transit plans, 2010 Budget, Lansdowne live - Alex has monthly Bay Ward meeting at Ron Kolbus Center, happy for us to attend.
